ISO/TS 16949


What is quality management system according to ISO/TS 16949?

ISO/TS 16949 is an automobile system standard. 4 groups of quality system standards (QS 9000, VDA 6.1, AVSQ, EAQF) were combined into one international standard (ISO/TS 16949), which was published with the purpose of a public discussion in August 1998 and realized in March 1999.
Standard is very similar to QS 9000 3rd edition, with some extension from other national automobile standards. User of QS 9000, AVSQ, EAQF or VDA 6.1 shall accept ISO/TS 16949 certification as an equivalent so that multiple certification will not be necessary.
This technical specification is valid in all supply chain in car industry. It is valid for all workplaces of part producers or service providers and their suppliers.

Benefit?

The purpose of ISO/TS 16949 is the same as with QS 9000. Particularly quality system development that enables continual improvement emphasizes non-conformance prevention and variability and loss reduction in the supply chain. (The application is aimed at suppliers and subcontractors in car industry. Greater emphasis is placed on the 2nd and 3rd level subcontractor certification).
Continual improvement shall be explicitly included in quality planning and as a very important part of general quality policy it shall be aimed at quality, service (supplies), costs and technology. In this respect ISO/TS inclines to TQM.
Specific customer requirements will be included in quality system to ensure that the customer will acknowledge the certification.
Similarly customer requirements are included in certification audit.

Main stages of the project

A. INFORMATIVE WORSHOP (for top management and work team)
  • introduction to quality
  • what to expect from QAS in company routine
  • influence of QAS on the company economics
  • contents, principles and structure of ISO 9001standard requirements
  • role of top management for project realization
  • product guarantee
Extent: 1/2 day, with small firms is part of initial analysis
B. INITIAL ANALYSIS
  • general quality system review within an organization
  • data report based on the analysis of quality assurance within an organization, recommendation to take necessary actions in order to achieve conformance with relevant standard requirements
  • specification of main non-conformities (deviations) between the existing QAS and standard ISO 9001 requirements
  • preparation of QAS plan for the period till certification level is reached (based on the completed analysis)
Extent: 2 - 4 days (depending on the size and place of company to be reviewed) (+1 day for preparation of report and QAS implementation plan in the office of Quality Centrum, Ltd.)
C. CONSULTATION STAGE
  • creation of documents describing functional QAS and consequent implementation into practice,
  • definition of quality policy and aims
  • internal audits of quality system
  • professional help with realization of corrective actions
  • specification of preventive actions recommendations
  • methodical help with QAS management review
  • methodical help with quality system improvement
This scope assumes task realization assigned by the consultant that is documented by a time sheet regarding the consultancy performance.

Scope: depending on the customer requirements in the course of the given period (recommended consultation frequency is 3x - 4x a month)
D. TRAINING OF NTERNAL AUDITORS
Upon successful completion of the training, auditors will receive a personal certification.

Extent: 2 days
E. CREATION AND PREPARATION OF DOCUMENTATION
Rozsah: in the extent of documentation needed for quality system realization and subsequent actions
Price and invoicing:
(for item C of this offer) General price is set for counselling, consultations and professional help:
  • One hour of performance: in the extent of CZK 800,-- to CZK 900,-- + 19 % VAT
  • Travel expenses: according to the valid QC regulations
  • Per diem allowance and travel time are not charged
Reimbursement method:
Introductory lecture and initial analysis after work performed by the auditor. For item C of this offer invoicing after assumption of contractual obligations within 7 days, always for the past month of consultations.
  • Term of payment: 14 days.
  • If the term of payment is not observed 3 times, item C shall be invoiced in advance.
  • Agreed performance (time sheet) shall be attached to the tax document.
  • A representative appointed by the auditor shall take care of the document administration.
Assumption of performance:
Performance of contractual obligations shall be assumed by the principal in writing on auditor consulting sheet (time sheet).

Auditor’s responsibility:
Auditor shall provide for the preparation of quality system and required documentation so that it conforms in all parts and in full extent to quality system certification requirements according to standards ISO 9001.
Auditor appoints a representative that shall accompany the project from the beginning to the end.
Auditor is responsible for the quality of all services provided.
